Yesterday and today we received around 40 emails and faxes regarding Mr
Tenzin Delek and Mr Lobsang Dhondup, thank you for all of them.

Mr Thomas Mann, the President of the Tibet Intergroup, will try to put this
matter in the urgencies debate in Strasbourg next week. We are preparing a
resolution on this subject. If the other political groups agree a common
resolution will be adopted on Thursday, 16 December. We will send this
resolution to you as soon as it is adopted.

We are deeply concerned by the death sentences passed on A An Zha Xi (Tulku
Tenzin Deleg Rinpoche) and Luo Rang Deng Zhu (Lobsang Dhondup) of Lithang on
2 December by the Kardze (Ganzi) Intermediate People's Court in the Kardze
(Ganzi) Tibetan Autonomous Prefecture of Sichuan Province.



We ask you to do everything possible to stop the execution of Luo Rang Deng
Zhu and to overturn the verdicts passed on both, Luo Rang Deng Zhu and A An
Zha Xi, for we are concerned that the two men may have been falsely accused
because of their religious and community activities, and that the charges
produced against them are not true.



We therefore call on the authorities to re-examine the case, and if
necessary, to open a re-trial with giving the defendants full facilities to
prepare and present their defence according to international fair standards.



We also request you to guarantee that the two men will not be ill-treated in
detention and that they are granted the right to receive visitors in prison,
as stipulated by international treaties signed by the People's Republic of
China.



We express our opposition to the death penalty in all cases as the ultimate
form of cruel and inhuman punishment and as a violation of the right to life
as guaranteed in the Universal Declaration of Human Rights.



We also urge the Chinese authorities to stop using "terrorism" as an excuse
to persecute peaceful Tibet community workers and religious figures.



We also request that representatives either from independent human rights
monitoring organisations or the United Nations are allowed to visit Tulku
Tenzin Delek and Lobsang Dhondup at their place of detention.



We just cannot imagine that such a great nation like China passes such harsh
verdicts under doubtful circumstances, where facts have not been ascertained
duly. We therefore ask you again to do everything possible to get the
sentences rescinded immediately.

Dear Sir,

Please use your leadership to urge the Chinese government to immediately
overturn the death sentences given to Tenzin Delek Rinpoche, an influential
Buddhist lama, and Lobsang Dhondup. Tenzin Deleg Rinpoche (also known as
Ngawang Tashi or A An Zha Xi), a senior Tibetan religious teacher, and his
attendant, Lobsang Dhondup (also known as Luo Rang Deng Zhu) have been
sentenced to death in an apparently unfair trial. We are seriously concerned
that Lobsang Dhondup could face imminent execution.

On 2 December, the Kardze (Ganzi) Intermediate People's Court in the Kardze
Tibetan Autonomous Prefecture of Sichuan Province sentenced Lobsang Dhondup
to death for "inciting separatism", "causing explosions" and
"illegal
possession of guns and ammunition". Tenzin Deleg Rinpoche received a death
sentence with a two year suspension for "causing explosions" and "inciting
separatism".

Lobsang Dhondup and Tenzin Delek Rinpoche, a very respected Buddhist leader,
have both been accused by the Chinese government of being involved in a bomb
explosion in Chengdu, the capital city of Sichuan, in April 2002.

The two men had been arrested on 7 April 2002 following a bombing incident
in Chengdu, the capital of Sichuan Province, which took place on 3 April
2002. Tenzin Deleg Rinpoche was reportedly held incommunicado for eight
months from the time of his arrest until the time of the trial. There are
concerns that he may have been tortured or ill-treated in detention and that
the trial was unfair.

Tenzin Deleg Rinpoche had come under suspicion from the local authorities
for several years prior to his arrest. The authorities reportedly tried to
arrest him in 1998 when he tried to establish monasteries without official
approval. He also attracted the attention of the authorities for leading a
popular local protest against deforestation in the area by a local timber
company. In this context, there are serious concerns that he may have been
targeted by the authorities for his peaceful religious and community
activities rather than any violent offences.

In China the death penalty is used extensively, arbitrarily and frequently
as a result of political interference. Its use increased dramatically after
the launch of the "Strike Hard" campaign against crime in April 2001, with a
record number of people sentenced to death and executed. While the campaign
was initially targeted at organized violent crime, national and provincial
authorities have greatly expanded its scope to ''deal a decisive blow to
separatist forces, eliminating separatism and illegal religious
activities''.

This is the first reported case for many years of death sentences being
passed against Tibetans for alleged political offences. There are serious
concerns that this case could signal a move by the authorities to extend the
use of the death penalty against those branded as political opponents,
"separatists" or "terrorists" in ethnic Tibetan areas.

According to reliable sources, such as the Tibet Information Network and the
Tibetan Center for Human Rights and Democracy, the evidence linking the two
men to the crimes they stand accused of is vague and unsubstantiated. The
death sentences for Tenzin Delek Rinpoche and Lobsang Dhondup should be
overturned and the two men should be released immediately. In China, trials
of political prisoners have been described as "show trials" by human rights
monitors, such as Human Rights in China.

Tenzin Delek Rinpoche and Lobsang Dhondup have not been proven guilty.
Please do everything in your power to ensure that their death sentences are
commuted and that they are released immediately.

Ich bin tief betroffen durch die neuen Nachrichten hinsichtlich zwei
tibetischer politischer Gefangener:  Lobsang Dhondup, der zum
sofortigen Tod
verurteilt wurde, und Trulku Tenzin Delek der innerhalb einer
Zweijahresfrist, zum Tode verurteilt wurde.  Beide wurden  wegen eines

mitverantwortlich gemacht, gleichwohl sie nicht der Tat überführt

konnten.
Ich glaube, daß dies ein neuer  Versuch durch die chinesische
Regierung ist,

behindern. Und
den Tibetern Terrorismus zu unterstellen.  Ich dränge Sie respektvoll,
Ihren
Einfluß wahrzunehmen, um die sofortige und unbedingte Freigabe von
Lobsang
Dhondup und Trulku Tenzin Delek zu verlangen.  Danke für Ihre
