xmlrtl unter Delphi 7 PE

Hallo,

beim Compilieren bekomme ich:

[Fataler Fehler] XYZ.dpk(34): Package 'xmlrtl' wird benötigt, konnte
aber nicht gefunden werden

Für Delphi 2005 PE gibt die Lösung [1]. Unter Delphi 7 PE funktioniert
es aber nicht:

[Fataler Fehler] XYZ.dpk(34): Falsches Dateiformat:
'c:\programme\borland\delphi7\Lib\xmlrtl.dcp'

Habt ihr eine Idee, wie man unter Delphi 7 PE das Problem beseitigt?
