cygwin make (e=2): The system cannot find the file specified.

I am trying to compile code of vxworks in cygwin, I am getting the
following compilation log:-

The make used in cygwin's make, ccpc.exe is CC of vxWorks.
I am able to check thse using "which make" and "which ccpc"

How to colve this error?
