Cygwin - multiple ssh windows

I have Cygwin installed successfully but I'm having an issue.

I /usr/X11R6/bin/startxwin.sh localy on my pc. This brings up a local
cywin window. I then can ssh to Linux servers I have setup. But I can
only open up 1 "ssh xterm" at a time.

Here's my command:
ssh -X -Y -l userid hostname xterm


I know that I have had multiple ssh windows running in the past.
What am I doing wrong?
